How do I teach my dog to go outside without a leash and stays in my backyard?

My 9yr old daughter, Rebecca, always tells my husband that she wants our puppy to learn how to go outside without a leash. My dog always runs away when she gets free without a leash, but we catch her! How do I teach my dog to go out without a leash?

I always think a fenced yard is answer. But if that is not practical some form of electronic barrier can be used. It is not always a question of keeping your dog in, but keeping other unwelcome dogs out.
